The suggested sizes are as followed:

X-Small:   18-19 inches, Fits most Infants-Age 2 

Small:  19-21 inches, Fits most 2- 4 year olds

Medium: 21-22 inches, Fits most 4-7 year olds

Large: 23-25 inches, Fits most 7-12 year olds
